P.S. The company was founded as a Kulebaki Mining Plant by a local collegiate assessor N. G. Fedorov and Vyksa’s merchant Borodachev. In 1861, the construction of the first blast furnace began, in 1866 the furnace was launched, and this moment is considered the date of foundation of the plant.
1890 - the fourth blast furnace was built
In 1870, the plant was sold to an English company headed by Augustus Gobart.
In 1872, the plant was sold to the “Kolomna Machine-Building Plant Society” headed by the brothers Amand and Gustav Struve. In 1875, the first rolling mill was commissioned, 4 puddling furnaces were built [2] (operating until 1894). In 1877, one of the first open-hearth furnace in Russia was built and put into operation [3] (by 1897, 5 stoves were already operating in the plant), the first in Russia rolling-mill shop began to operate. In 1887, a sheet rolling factory was organized on the territory of the Kulebaki mining plant. In 1890, the fourth blast furnace was built. In 1894, the railway was built with a length of 30 versts; by 1904, the length of the track was 66 versts. In 1895, the iron foundry was built and commissioned.
In 1900 a large-sized mill was installed. A new blast furnace was built instead of four old ones. At this point, the plant becomes the second in terms of production among enterprises of the Nizhny Novgorod province and the second in Russia in the production of casting and rolling [4]. In 1907, a branch was built - a quay in the village of Mordovshchikovo, its original name was “Mordovschik Shipyard” (now Navashinsky Shipyard). In 1910, all the equipment of the rolling mill was dismantled and two powerful mills, 500 and 750, were installed (with subsequent modernization, it was still in operation in the 2010s).
In 1906–17, the plant’s director was Petr Mikhailovich Vavilov, who in 1923, during the devastation and lack of fuel, was the first to develop and smelt pig iron on one raw peat.

Kholm Governorate or Chełm Governorate (Russian: Õîëìñêàÿ Ãóáåðíèÿ Kholmskaya Guberniya, Polish: gubernia chełmska) was an administrative unit (governorate) of the Russian Empire. Its capital was in Chełm (Russian and Ukrainian: Õîëì Kholm).
It was created from eastern parts of Siedlce Governorate and Lublin Governorate in 1912. It was separated from the Privislinsky Krai and joined to Kiev General Governorate as "core Russian territory", as a precaution in case Privislinsky Krai territories should be taken from the Russian Empire in an upcoming war. Another reason for this administrative change was to facilitate Russification and conversion of the non-Eastern Orthodox Christians.
According to Russian statistical sources in 1914, while the area of the governorate was 10 460 km2, it was inhabited by approximately 912,000 inhabitants of whom about 50.1% were Ukrainians, 30.5% Poles, 15.8% Jews.
